This position is located in the Evaluation Section of the Monitoring and Evaluation Service in the Business Transformation and Accountability Division (BTAD) of the Department of Management Strategy, Policy and Compliance (DMSPC).

The Evaluation Officer reports to the Chief of the Evaluation Section, P-5. The focus of this position is to support UN Secretariat entities in the planning of evaluation activities and integrating evaluation findings and lessons-learned in all steps of the programme cycle.

Responsibilities
Within delegated authority, the Evaluation Officer will be responsible for the following duties:

• Supports UN Secretariat entities in incorporating lessons learned from evaluations into the preparation of programme plans and budgets.
• Provides support to UN Secretariat entities in tracking and monitoring recommendations and implementation of evaluation management response actions.
• Provides administrative support such as secretariat services to the Evaluation Management Committee which advises the Secretary-General (or designate) on issues related to planning, budgeting and policies related to evaluation and intends to raise awareness of evaluation and to ensure that accountabilities for uptake and use of evaluation results are exercised.
• Participates in and contributes to the work of the Evaluation Section of the Business Transformation and Accountability Division (BTAD).
• Monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Analyzes entity evaluation plans outlined in their budget submissions and advises on additional opportunities for cross-cutting evaluations.
• Performs consulting assignments, in collaboration with the client and relevant partners, by planning and facilitating evaluation workshops, interactive sessions and assists Secretariat entities in evaluation planning.
• Researches, analyzes and presents information gathered from diverse sources.
• Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in research methods, business or public administration, management, economics, social sciences or a related field. A first-level degree (Bachelors' or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in project or programme management, evaluation, administration or related area is required.
Experience in applying evaluation methodology is desirable.
Experience in the use of evaluation findings in programme planning is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official UN language is an advantage.

Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Appointment or assignment against this position is for an initial period of one year. This post is financed by the Support Account for Peacekeeping Operations. The appointment or assignment and renewal thereof are subject to the availability of the post or funds, budgetary approval or extension of the mandate.
